![]() With this enhanced understanding economies will collectively and individually be better placed to consider and respond to the development of policy settings and capability building activities that will facilitate improvements to the food systems and trade in services. This research will contribute to deepening understanding by economies of what the issues are, how barriers can be addressed and opportunities that can be taken advantage of. Relevance – Capacity Building: Services and their contribution to enhancing the food system and the food value chain are a complex area and generally not well understood. This project supports priority areas in the APEC Services Competitiveness Roadmap, Action 14 ‘Progressive facilitation of services to improve the regional food system to ensure access to safe, high quality food supplies across the Asia-Pacific’. This project also supports Chile’s focus on services for 2019, including the “final push” to achieve the Bogor Goals. Services are a key priority under the Osaka Action Agenda. Relevance – Eligibility and Fund Priorities: Funding from the APEC Trade and Investment Liberalisation and Facilitation Account (TILF) is sought for the business insights research component of the APEC Services and the Food System Project. The dialogue at the workshop on barriers to services will be broadened to include other sectors and members from the Group on Services (GOS). ![]() The research will be used in a PPFS workshop on Services and the Food System involving participants from the public and private and planned for early 2021 in New Zealand. It will enable researchers to delve into the most significant barriers facing business either accessing or selling services engaged in the food system and will provide a private sector perspective through the research. The horticulture sector (fruit and vegetables) with its relevance to all economies will be used for the illustrative case studies. Identifying what the barriers and opportunities are for services involves a coordinated and collaborative response by economies to address issues that improves access to and the trade of services that leads to improving food security and the regional food system, as well as regional economic integration. The Services and the Food System Project (the Project) will firstly contribute to the development of a shared understanding of the impact of the current services environment on those engaged in the food supply chain (development, production, processing, distribution and sales) of the agriculture, horticulture and aquaculture sectors. Through this action APEC will contribute to achieving its goals of attaining sustainable growth and development, reducing economic disparities, and improving economic and social well-being in the Asia Pacific region. Relevance – Region: APEC Leaders identified in the APEC Services Competitiveness Roadmap (ASCR) that action was needed to progress the facilitation of services to improve the regional food system to ensure access to safe, high-quality food supplies across the Asia-Pacific. The research funded by this concept note will be used as important reference material for a Policy Partnership for Food Security (PPFS) for further activities undertaken in the Services and the Food System Project. The research will provide practical insights into improvements to the provision and regulation of services, where these actions will result in advances in food supply and food security. ![]() This project will fund research using two illustrative case studies from the horticulture (fruit and vegetable) sector in the APEC region that will examine barriers or impediments to services in the food system. Services are specified as an area of action under the Osaka Action Agenda and are at the centre of the “final push” to achieve the Bogor Goals. This project supports the outcomes sought by Leaders under the APEC Services Competitiveness Roadmap (Action 14). Constructing a favourable environment for the development of services and improving access to services is vital to ensuring a better functioning and productive food system. They function as vital stages in (development, distribution, sales services) and between (transport, storage services) the value chain, They also provide key inputs in the food producing and manufacturing process (telecommunications, financial services). Services are a critical component of the food system.
